MINISTRY OF OVERSEAS PAKISTANIS AND HUMAN RESOURCE DEVELOPMENT (MOPHRD)

The Ministry of Overseas Pakistanis and Human Resource (MOPHRD) is a ministry of the Government of Pakistan that oversees matters concerning Overseas Pakistanis and human resource development in Pakistan. The ministry was created on 7th June 2013, through a merger of erstwhile Ministry of Human Resource Development and Ministry of Overseas Pakistanis.

The BUREAU OF EMIGRATION AND OVERSEAS EMPLOYMENT (BEOE)

The BUREAU OF EMIGRATION AND OVERSEAS EMPLOYMENT was setup on 1st of October 1971, by combining three federal government departments namely National Manpower Council, Protectorate of Emigrants and Directorate of Seamen’s Welfare under the directive of Government of Pakistan. The Bureau started functioning under the Emigration Act of 1922 and Rules (1959) which were subsequently replaced by the Emigration Ordinance XVIII of 1979 and Rules made there under. Over a period of time, the Bureau has devised a realistic, pragmatic and systematic emigration mechanism under the emigration laws. Bureau of Emigration and Overseas Employment is a centralized agency of the Federal Government for processing recruitment demands of the Pakistani manpower through Licensed Overseas Employment Promoters, etc. for the different manpower importing countries in the world especially in the Middle East.

PROTECTORATE OF EMIGRANTS (POE)

The Protectorates of Emigrants (PoE) functions under the Bureau of Emigration and Overseas Employment to Process all demands in private sector of Overseas Employment Promoters according to the procedure laid down by the Director General. It supervises the work and behavior of the Overseas Employment Promoters in relation to general public and render them such advice as the circumstances may require. Protectorate of Emigrants inspect the offices of the Overseas Employment Promoters and the places at which they select person for emigration. It also provides pre departure briefings to the emigrants and advise them, when departing from, or returning to, Pakistan. Further it ensures that Emigrants fully understand the terms and conditions of employment abroad as given in the Foreign Service agreement

OVERSEAS EMPLOYMENT CORPORATION (OEC)

Overseas Employment Corporation is a company limited by shares incorporated under the Companies Act 1913 as a private limited concern. Its equity is owed entirely by the Government of Pakistan. Policy guidelines are provided by a Board of Directors, which are executed by the Managing Director as Chief Executive of the Corporation. In the discharge of his functions and duties, the Managing Director is assisted by a team of professionals.

The Head Office of the Corporation is located at PMI Auditorium Building, Zero Point Islamabad. Its regional offices are located at Karachi, Lahore, Peshawar and Quetta. Administrative and financial control is exercised by the Ministry of Overseas Pakistanis & Human Resource Development, Government of Pakistan. Objective To promote emigration of Pakistani manpower for employment abroad To provide competent, reliable and cost-effective human resource to International Labour Market To assist foreign recruiters in recruitment of Pakistani Manpower against specific demands To facilitate Pakistani job seekers in employment abroad by providing exploitation free environment To arrange pre-departure training of manpower against specific demand, where necessary To ensure smooth and swift travel arrangements for selectees Functions Apart from meeting the specific and exacting standards of foreign employers, the Corporation also acts as a protector of emigrants to ensure the welfare of emigrant personnel and to promote harmonious working relationship between the employers and the employees.

The Corporation assists the employers in conducting tests and interviews of candidates. Those selected for employment abroad are assisted with their travel arrangements. If desired by the candidate, ticketing is undertaken by the OEC Travels a travel agency operating as the General Sales Agent of the Pakistan International Airlines in Islamabad.

OVERSEAS PAKISTANIS FOUNDATION (OPF) 

The Overseas Pakistani Foundation (OPF) aims to look after the interests and welfare of overseas Pakistanis and their families by providing them multiple services and assisting them in seeking redressal for their grievances. OPF provides following services to its members.

  1. Financial Aid to Destitute Families: The scheme provides one time financial grant to the destitute families of Overseas Pakistanis who expire or disable permanently abroad during service. Presently, OPF provides an amount of  400,000/-to the families of deceased Overseas Pakistanis and Rs. 300,000/- to disabled applicants.
  2. Assistance in Crisis: The Foundation has provided assistance to many overseas Pakistanis during periods of crisis – natural or otherwise. Their efforts include relief operations during floods and earthquakes, relief to internally displaced persons, relief to overseas Pakistanis during the Libyan crisis, and compensation to the victims of Kuwait-Iraq war.
  3. OPF Online Complaint Management System which deals with complaints/grievances of Overseas Pakistanis.

  5. Repatriation of Stranded Pakistanis
  6. Discounted Hotel rates for overseas Pakistanis
  7. Transportation of dead bodies
  8. Issuance of Foreign Exchange Remittance Card cards to encourage flow of remittances through legal channels.
  9. OPF schools and colleges for children of Overseas Pakistanis
  10. Housing schemes in different cities.
  11. Provision of vocational training in various trades.

OVERSEAS EMPLOYMENT PROMOTERS (OEPS)

Overseas Employment Promoters (OEPs) play an important role in export of manpower. The Overseas Employment Promoters are granted OEP license enabling them to proceed to nontraditional manpower recipient countries in the world in general and traditional manpower needy countries. The Overseas Employment Promoters bring demand for workforce and report to the concerned regional office called Protectorate of Emigrants for grant of permission for the recruitment of Pakistani workforce. After the permission is granted, the demand is published in the leading newspaper. Job seekers should make sure that OEP they register with is a licensed one. All licensed OEP’s display their license numbers visibly in the advertisements they put out and in their offices as well. 

PAKISTAN OVERSEAS EMPLOYMENT PROMOTERS ASSOCIATION (POEPA)

Pakistan Overseas Employment Promoters Association (POEPA) is an all Pakistan basis representative body of Overseas Employment Promoters. The Ministry of Commerce, Government of Pakistan has granted licence to POEPA on 18th March, 2008 under the Trade Organizations Ordinance/Rules, 2007. This Association is also registered and incorporated with Securities and Exchange Commission of Pakistan under the Companies Ordinance, 1984.The Central Office of POEPA is situated in Islamabad and Zonal Offices are located at Rawalpindi, Lahore, Karachi, Peshawar, Malakand and Multan. POEPA is comprised of a Central Chairman, Central Vice Chairman, Central Executive Committee, Zonal Chairman, Vice Chairman, Zonal Executive Committees and General Body.

REINTEGRATION

Reintegration of returnees, a process by which migrants after their return from overseas employment resettle themselves into the social and economic structure of their countries of origin, has been recognized as a significant part of the overall dynamics of labour migration. Approximately 9.87 million Pakistani workers had proceeded abroad after clearance from the offices of Protectorate of Emigrants, Bureau of Emigration & Overseas Employment during the period 1971 – 2017 (up to June).

As a pilot project a reintegration center has been establishrd. This Centre will act as pivotal point where all queries of returnee Pakistani workers related to re-integration in Pakistan will be answered. It would act as a `One Stop Shop’ where guidance on investment, project feasibility, settlement of out-standing dues from employers abroad and  re-employment opportunities would be made available. Return migrants will be provided information and counselling in various areas, such as overseas employment, rights and protection of migrants, skills development and vocational training programmes in Pakistan. Assistance in establishing businesses, securing micro-loans and plots in economic zones will also be provided through the Centre.

FEDERAL INVESTIGATION AGENCY (FIA)

The Federal Investigation Agency (FIA) is a border controlcriminal investigationcounter-intelligence and security agency under the control of the Interior Secretary of Pakistan, tasked with investigative jurisdiction on undertaking operations against terrorism, espionage, federal crimes, fascism, smuggling as well as infringement and other specific crimes.

Codified under the Constitution of Pakistan in 1974, the institution functions under the Ministry of Interior (MoI). The FIA also undertakes international operations with the close co-operation and co-ordination of Interpol. Headquartered in Islamabad, the agency has various branch and field offices located in all major cities throughout Pakistan.

More than 39 international offices, designated as "Immigration Wing", exist in Pakistan embassies and consulates-general worldwide. Its executive figure is appointed by the Prime Minister of Pakistan. The current Director-General (DG FIA) is Bashir Memon, appointed in August 2017.

LABOUR & HUMAN RESOURCE DEPARTMENT (LHRD)

Labour & Human Resource Department is promoting the Welfare and Protecting the Rights of Labour Force and Workmen. The Labour & Human Resource Department is concerned with the Promotion of healthy labour management and Industrial Relations for greater socio-economic progress and development.

Its main objectives are:

  • Promotion of healthy labour management and Industrial Relations for greater socio-economic progress and development.
  • Protects the rights of workmen & labour force.
  • Lays equal stress on their housing, health, safety and protection in order to make them more committed to their work.
  • Prevention of Child & Bonded Labour keeping in view the national and international standards.
  • Effective control over weights and measures.
