Migrant Resource Centres, Pakistan

The Migrant Resource Centres (MRCs) are established under the auspices of Ministry of Overseas Pakistanis and Human Resource Development (MOPHRD) and Department of Labour (DoL), Punjab in Islamabad and Lahore. MRCs provides information and counselling to the intended migrants on safe migration, raises awareness on irregular migration, migrant smuggling, human trafficking and the related serious risks, in order to empower potential migrants and encourage them to make informed choices, as well as referral to skills providing institutions and trade testing centres.

These centres are operational since January, 2016 with the funding from European Union and implemented by International Centre for Migration Policy Development (ICMPD).

Migrant Resource Centre - Afghanistan

The Migrant Resource Centre (MRC) in Afghanistan follows the Government’s response for the prevention of irregular migration, the empowerment of migrants, in particular in raising awareness on legal migration and the dangers and consequences of irregular migration and the protection of migrants’ rights.

The Migrant Resource Centre offers accurate information on the risks of irregular migration, human trafficking and migrant smuggling, legal migration procedures and documentation required to outgoing, intending and potential migrants, how to stay safe during the migration process, as well as the rights and responsibilities that migrants have throughout the migration process. The MRC also play a role in helping migrants to understand how they can become active contributors to the development of their countries of origin. Depending on the migrants’ specific needs, MRCs can also link with technical training institutes and language courses in Afghanistan as well as local job market opportunities.  The MRC is placed in Kabul with the Ministry of Refugees and Repatriation (MoRR) and is currently conducting information sessions at schools, technical trainings centres and universities. The MRC furthermore operates the migration hotline 5588 where people of all over the country can call toll-free and ask questions on migration as well as a website and Facebook page

Migrant Resource Centres - Bangladesh

Two Migrant resource centres have been established in Dhaka and Cumilla. MRCs are under supervision of the Ministry of Expatriates’ Welfare and Overseas Employment (MEWOE) and integrated with the Bureau of Manpower, Employment and Training (BMET) and District Employment and Manpower Office (DEMO).

Migrant Resource Centre - Iraq

Asian Migrant Centre (AMC) – Hong Kong

Established in 1991, the Asian Migrant Centre (AMC) is a regional NGO based in Hong Kong. AMC carries out action oriented research on migration issues, policy and media advocacy, and capacity building for organisations working to empower, protect and promote the rights of migrants in Asia.

Since 2002, AMC enjoyes a Special Consultative Status with the Economic and Social Council (ECOSOC) of the United Nations.

Australian Migrant Resource Centre

The Australian Migrant Resource Centre (AMRC) specializes in humanitarian and migrant settlement, and community capacity building and development for young people, women and other migrants, empowering them through training and employment initiatives. The Migrant Centre

The Migrant Centre Organisation Inc. (TMC) is a not-for-profit community-based organisation incorporated in March 2001. It is governed by a volunteer management committee, managed by a small professional team with the help of volunteers who come from all walks of life. The organisation promotes the benefits of multiculturalism, plurism of opinion, and the contribution of all migrant communities. Migrant Resource Centre

Introduction

Since 2016, the MRCs operate to provide potential and outgoing migrants with information and counselling in various areas, such as overseas employment, rights and protection of migrants, access to education systems in other countries, skills development and vocational training programmes in Pakistan. More importantly, our team of counsellors provides you with awareness on the benefits of safe and regular migration and the dangers and consequences of irregular migration.

The MRC works under the auspices of the Ministry of Overseas Pakistanis and Human Resource Development (MOPHRD) and the Department of Labour Punjab (DoL).

In essence, MRCs strive to provide:

  • Clear, accessible and understandable information to potential migrants on possibilities for orderly migration, as well as rules and regulations, including relevant pre-departure information;
  • Pre-departure orientation and information on work and living conditions abroad and their rights and obligations to outgoing migrants;
  • Awareness raising of and providing clear information to potential migrants on the risks and dangers associated with irregular migration.

MRCs do not only focus on the general public/future migrants but also other, institutionalised stakeholders (governmental and non-governmental), who are directly or indirectly involved in the facilitation or communication of migration related issues. Thus, MRCs conduct several information sessions at vocational and technical training schools, universities, colleges and schools as well as with the communities.

Services

Our counsellors continuously research and collect updated information on regular migration pathways for Pakistanis. We can support you with the following information and activities: 

  1. Customised and country specific pre-departure trainings upon request
  2. Career counselling and information on scholarship opportunities
  3. Providing counselling and psycho social support, behavioural adaptability and communication skills to the intending, outgoing and returning migrants
  4. Awareness raising on safe and regular migration and travel abroad
  5. Information sessions at schools and universities
  6. Provision of updated migration information on Facebook, the MRC website, Instagram and Youtube
  7. Supporting return and reintegration of the migrants by linking with relevant departments/ organisations
  8. Design and deliver training on financial literacy for migrants and their families

Funding

The MRCs are funded by the European Union under the project “Improving Migration Management in the Silk Routes Countries” (2017 – 2021) and were established in 2016 under the project “Support to the Silk Routes Partnership for Migration under the Budapest Process” as well as in collaboration with ILO.

The German Ministry of Foreign Affairs furthermore funds additional awareness raising actions, journalist trainings and capacity building for government and NGO counterparts in 2019-2021 (MARIP).

The European Union, in cooperation with Austria and Bulgaria are funding additional community outreach, awareness raising and capacity building actions through the project “Awareness raising and information campaigns on the risks of irregular migration in Pakistan” (PARIM).
